Because Whedon's book is selling like hot cakes. Before all else Marvel is a business and must look at it with a business POV. I assume that Claremont was taking more then 4 years to really get the hellfire club back to the way he wanted it and that was just too long. While Whedon will have the inner circle for what? 6 months tops and then Claremont can finish his.
